Budget and Institutional Effectiveness Specialist, SUNY Broome Community College

Lawrence (Larry) Allen is a finance and budget professional with 16 years of experience working with SUNY Broome Community College. He has a deep understanding of financial management, budgeting, and forecasting in the community college arena of higher education. Along with his extensive experience at SUNY Broome Community College, he is also an alum of SUNY Broome Community College (2001) where he earned his associate degree in accounting. He has since gone on to earn his M.B.A. at SUNY Empire State College. Allen's commitment to his work and SUNY Broome was recognized in 2021 with a SUNY Chancellor's Award for Excellence in Professional Service. This honor reflects Allen's dedication to delivering outstanding results and exceeding expectations.

Bill Guerrero

Chief Financial Officer, Vice President for Finance, University of Bridgeport

Bill Guerrero has 24 years of experience in educational administration with 21 of them in higher education. Currently he serves as the vice president for finance and CFO at the University of Bridgeport. Previously he was the vice president for finance and administration / CFO at Springfield College in Springfield, MA, where he issued a $120M Green Bond, and CFO at Ithaca College in Ithaca, NY, where he managed part of the endowment that was focused on ESG. He was also the CFO at Albertus Magnus College and the CFO at the Foote School in New Haven, CT.  His responsibilities have covered all areas of higher education operations including finance, accounting, budget, athletics, human resources, endowment management, facilities management, information technology, auxiliary enterprises, environmental sustainability, and risk management. He has a B.A. in Communications from the University of Connecticut and M.B.A. in Finance and Entrepreneurship at Sacred Heart University and is finishing his D.B.A. at Grand Canyon University, preparing to defend his dissertation on research on ESG investments.

Megan Lasso

Chief Budget Officer, Montana State University

Megan Lasso serves as the chief budget officer at Montana State University (MSU), a Carnegie designated R1 research university that is also the state's land grant institution. She has served in this role since 2019 and prior to that, served in a variety of roles at MSU since 2005. During that time, she has grown her fiscal and institutional knowledge by participating in and leading a variety of initiatives as well as developing her strategic budgeting skills. In her role, Lasso oversees the preparation, analysis, and strategic implementation of the university's $750 million annual operating budget. Lasso provides strategic budget and financial guidance to senior leadership, coordinates budget and financial activities of unit-based fiscal officers, and manages the university's institutional investment process. 

Kevin Bresser

Vice President, Higher Ed, Syntellis Performance Solutions

Kevin Bresser has served the Higher Education community for the past 28 years working with career services, human resources, athletics, financial aid, advancement, and information technology.  As the vice president of higher education for Syntellis Performance Solutions, Bresser has the opportunity to help campuses strengthen their financial planning processes to execute against their strategic goals.  He is passionate about building strong customer communities that are energized to share best practices with their peers and help drive the direction of the business.

Justin Martin

Senior Director, Product Management, Higher Ed, Syntellis Performance Solutions

As senior director, product management, Justin Martin leads product development and strategy for Syntellis' higher education division. He has worked with Syntellis for more than seven years, serving previously as the industry practice lead for higher education and as director, strategic programs. Prior to joining Syntellis, Martin worked in various budgeting and capital planning roles at Boston University.
