PBAF24: Holistic Budget Reform

Many higher education institutions have considered redesigning their budget model and rethinking annual budget development processes. Hear from one institution that is nearing the end of its five-year budget reform journey. Their story, however, bears lessons for any institution considering big bang vs. incremental changes to their budget. Within this session, participants will hear lessons learned from their journey, including how to identify opportunities for change, sequencing change initiatives, designing a new budget model that is customized to the institution, increasing transparency, and bringing stakeholders along on the project.

Steps to Earn CPE Credit
You can only earn credit for attending the session live. CPE credit cannot be earned for watching the recordings.
To earn CPE credit, you will complete the following tasks under the Content tab, after the session has ended:
- Pass the CPE codeword quiz. Write down the codewords posted in the Zoom chat at random times throughout the session and complete the quiz at the end of the session.
- Submit the CPE check-out code displayed at the end of the session.
- Download your CPE certificate.

Jamie Fernandes
Interim Vice President of Finance and Planning and Chief Financial Officer
Georgia Institute of Technology
Jamie Fernandes is the interim vice president of finance and planning and chief financial officer for the Georgia Institute of Technology (Georgia Tech). Prior to assuming this role earlier this year, Fernandes served as executive director for the institute budget planning and administration office. In addition to her other duties, Fernandes is currently leading the institute in a major strategic initiative to design and establish a new budget allocation model and associated processes. In the University System of Georgia, Fernandes has presented at budget conferences, chaired the budget issues committee, and participated in both the Executive Leadership Institute and the Accelerated Leadership Academy. At Georgia Tech, Fernandes participated in the Leading Women@Tech program.
Fernandes has over 20 years of experience and has been a part of financial teams for three Georgia universities before Georgia Tech. She earned a bachelor's of arts in journalism (ABJ) in public relations and a political science minor, as well as a master's of public administration at the University of Georgia.
Gabrielle D. Gaston
Strategic Projects Lead, Institute Budget Planning and Administration

Gabrielle D. Gaston serves as the strategic projects lead for the institute budget planning and administration office at the Georgia Institute of Technology. In her current role, Gaston is responsible for collaborating with leadership to develop and prioritize strategies and projects that support the growth of the institute, including the implementation of budget reform. Gaston has over 10 years of public sector experience, and since joining Georgia Tech in 2019, she has led various institute-wide change management initiatives.
Gaston earned a bachelor's of science in economics from Auburn University, as well as a master's of public administration at Georgia State University.
