Student activism is expected to rise this fall, and preparedness for campus unrest requires the attention of an institution’s cabinet, including the chief business officer. College and university leaders will be well served by efforts to better coordinate strategic responses to social unrest on their campuses before, during, and after specific incidents take place. During this webinar, Kara D. Freeman, NACUBO president and CEO, discusses with speakers the scope of the First Amendment, categories of unprotected speech, and practical considerations as they relate to Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance. Due diligence in preparation, including review of institutional policies and clearly communicating them to students, faculty, and campus constituencies, is crucial.

Prior to joining the OGC, Cruz served as chief compliance counsel for Dell, Inc. in Boston, Massachusetts. Cruz began her career as a litigator at the law firm of Alston + Bird LLP in New York, NY.
Sarah Braughler

Sarah Braughler leads the risk management department at United Educators (UE), supporting members in their efforts to successfully manage risks threatening student safety, faculty and staff performance, and the institution’s academic mission. Braughler works with a staff of subject matter experts, learning designers, technologists, and consultants to deliver publications, webinars, workshops, online courses, and consulting services to meet UE member needs. In addition, Braughler oversees product development for the Canopy Programs business unit, which provides fee-based risk management resources to educational institutions beyond the UE membership.
Kara D. Freeman
President and Chief Executive Officer

Kara D. Freeman is NACUBO's president and chief executive officer, the first African American woman to serve in this role.
Freeman, a strategic leader with extensive national higher education experience, brings more than three decades of experience to NACUBO and is joining from the American Council on Education (ACE), where she has worked since 2006. She most recently served as senior vice president and chief operating officer (COO), with the responsibility for setting the strategic direction of the administrative and operational areas of the organization. She previously was ACE’s vice president of administration and chief information officer.
As an executive leader at ACE, Freeman’s portfolio included providing strategic thought leadership on organization-wide initiatives, representing ACE with constituency groups such as the ACE Women’s Network, and playing a leading role in ACE’s efforts to share advocacy information with presidents of Historically Black Colleges and Universities.
She earned a bachelor’s degree in information systems from the University of Maryland, Baltimore County (UMBC) and an M.B.A. from The George Washington University. She also holds a certified association executive credential from the American Society of Association Executives.
