Morgan Carter
Assistant Vice President of Institutional Data and Analytics
Tarleton State University
Dr. Morgan Carter is the assistant vice president of institutional data and analytics at Tarleton State University where he has served the past 17 years. Carter started out as a technology support specialist in enrollment management automating business processes and implementing the institution’s first CRM. After a few years of being a senior database developer, he got involved with SACSCOC initiatives and transitioned to the director of institutional analytics, effectiveness, and accreditation assisting with the university’s reaffirmation and strategic planning processes. Recently, Carter was part of the team at Tarleton participating in the NACUBO Network Improvement Community (NIC). Currently, he is guiding Tarleton with their Next Level Data strategy and was recently elected vice-president/president-elect of the Texas Association for Institutional Research.
Carter holds a BS, MS, and MBA from Tarleton and earned his PhD in learning technologies from the University of North Texas.
Tressa R. Shavers
Project Director
Sova
As a project director with Sova, Dr. Tressa R. Shavers helps build capacity for large-scale change in higher education and workforce development. Shavers currently serves on the NACUBO Grant Project Leadership team, working on a multi-year grant to facilitate the development of frameworks, models, and tools that will help institutions strategically finance equitable student outcomes.
Shavers has more than 20 years of middle and senior level leadership experience at various types of higher education, private industry, and non-profit institutions. Prior to joining Sova, Shavers served in various capacities including, senior consultant at Anderson Blake Consulting; vice provost and campus dean at Strayer University; vice president for administration and director of institutional research at Arkansas Baptist College; campus college chair for graduate business programs at the University of Phoenix; vice president of CFA International; and president of Detroit BAEO.
Shavers earned a bachelor's of arts in political theory and constitutional democracy and a master's of arts in higher educational administration from Michigan State University. She also earned a master's of business administration (MBA) and a doctor of management (DM) in organizational leadership from the University of Phoenix.
