Join NACUBO Consulting and three university research and business leaders for a robust conversation about the changes to federal research funding and the impact it is having on universities, faculty, principal investigators, staff and students. Discussion will include the JAG (Joint Association Group) FAIR (Financial Accountability in Research) models being considered and how changes to indirect costs may affect various stakeholder groups, including business operations. The three panelists come from an HBCU, University of Virgin Islands (land grant); a large private R1, USC; and a Land-grant recently recognized R1, New Mexico State University. Panelists come from business/administration, research administration, and financial/cost analysis.

As Associate Vice President for Research Administration, Giron supports the research, creativity, and economic development missions of the New Mexico State University (NMSU) system by overseeing central research development, pre-award and non-financial post-award administration, and research integrity and compliance. Research Administration staff are responsible for the final approval and submission of all externally sponsored grant and contract proposals, negotiation and execution of agreement terms and conditions, coordination of research involving human subjects and animals, and biosafety and export control research considerations. Giron promotes significant engagement with state and federal initiatives through existing professional affiliations and new endeavors benefiting the competitive posture of NMSU's vast research portfolio. She is a graduate of NMSU having earned a Bachelor of Social Work and a Master of Arts in Government.

Andres Chan
Director, Office of Financial Analysis

As Director his responsibilities include both the preparation and rate negotiation of the University’s Facility and Administrative, Fringe Benefit and Paid Leave Proposals. Additionally, he oversees recharge centers and effort certification compliance and acts as the audit liaison for all University external sponsored audits. His career in higher education began at the California Institute of Technology where he worked for over 7 years. He then became a Senior Manager with MAXIMUS Inc. where he was involved in various ERP & Research Administration system implementations. Andres has over 25 years of experience in financial analysis and planning, research compliance and has gained considerable expertise in various areas which include: Facility & Administrative and Fringe Benefit Proposals, Space Surveys, Effort Reporting, and Audit with an extensive knowledge of Uniform Guidance (2 CFR 200). Prior to his work in Higher Education, Andres worked as Financial Advisor for both American Express and Prudential. Additionally, Mr. Chan is a national federal indirect costing expert. He serves as faculty for Long Form F&A Training Workshops, WACUBO Grants Management Training workshops, and previously the prestigious NACUBO F&A Long-Form Training workshop and has served on Council of Government Relations (COGR) costing policy working groups and is currently Co-Chair of National Conference on College Cost Accounting (NACCA). He is also a frequent presenter at the National Conference on College Cost Accounting (NACCA), Western Cost Accountants (WECA), Western Association of College and University Business Officers (WACUBO) and National Council of University Research Administrators (NCURA).

Before joining UVI, Lupe spent several decades in higher education finance and research administration. Over her career she has overseen and has supported University Facilities & Administrative and Fringe Benefit proposals including corresponding negotiations, costing and rate studies. On the finance side she has been responsible for finance operations, human capital management, security, facilities/physical plant operations and resource management. As a prior military spouse, Lupe has traveled the country and has served at several campuses including UT El Paso, University of Washington, Texas Tech Health Sciences Center of El Paso, University of Alaska Anchorage and University of Arizona. She is a past president of the Western Association of College and University Business Officers (WACUBO) and has served on the board of the National Association of College and University Business Officers (NACUBO)
